He will also work with Robert Bigelow and other supporters to help secure the institutional and financial structure needed to sustain the research and begin by calling on the Arizona billionaires listed in the appendix.

Dean Radin

Dean Radin is an American researcher, author, and Chief Scientist at the Institute of Noetic Sciences, where he has spent decades studying consciousness and psi phenomena. Trained in engineering and psychology, Radin earned advanced degrees in electrical engineering and a PhD in psychology from the University of Illinois at Urbana-Champaign. His responsibility is to make sure the separate research programs can be compared, replicated, published, and integrated into a coherent scientific body of work.

Stuart Hameroff

Dr. Stuart Hameroff is an American anesthesiologist, professor, and consciousness researcher best known for developing the Orch-OR theory of consciousness with physicist Sir Roger Penrose. Hameroff studied medicine at Hahnemann Medical College before joining the University of Arizona, where he became a professor of anesthesiology and psychology and later director of the Center for Consciousness Studies. Hameroff’s research focuses on the possibility that consciousness originates from quantum processes occurring within microtubules inside brain neurons. Working with Alyn Evans and The Monroe Institute, he will help shape the academic pathway for Gateway Process training. He will also work with Robert Bigelow and other supporters to help secure the institutional and financial structure needed to sustain the research and begin by calling on the Arizona billionaires listed in the appendix.

Robert Bigelow

Robert T. Bigelow is an American entrepreneur, aerospace innovator, and philanthropist whose career has been distinguished by a willingness to explore questions at the frontiers of science, technology, and human understanding. MANDATE: Robert’s job is to serve as Monetary Liaison and lead the financial effort required to build TIFACS. He will assist in contacting major donors, Arizona philanthropists, foundations, business leaders, and others capable of funding frontier consciousness research. His responsibility is to help create the financial structure needed for research, education, staffing, conferences, publications, and public outreach. Because Arizona already contains important consciousness research resources, his role is to help organize funding around a cohesive and serious response to the problems TIFACS was created to address. With the help of Stephan Schwartz, who has funding raising experience with Trammel Crow, and Stuart Hammeroff they should be able to access the Arizona billionaires to solicit funding for the University of Arizona Consciousness Center and political support through Arizona Senator and astronaut Mark Kelly.

Allyn Evans

Allyn Evans is an organizational leader associated with consciousness education, transformational learning, and nonprofit leadership. She is best known for her work with the Monroe Institute, an organization founded by Robert Monroe that focuses on meditation, expanded states of awareness, and consciousness exploration. Evans has served in leadership roles connected to the Institute’s strategic development and educational outreach. The Monroe Institute became internationally recognized for developing Hemi-Sync audio technology and the Gateway Experience programs, which are designed to support meditation, altered states of consciousness, and personal growth. Through leadership figures such as Evans, the organization has continued expanding its residential programs, online learning initiatives, and collaborations with researchers interested in consciousness studies. MANDATE: Allyn’s job is to work with Stuart Hameroff and The Monroe Institute to create a college-level course teaching the Gateway Process. She will help convert Monroe’s experiential methods into a structured academic curriculum with learning objectives, certification standards, instructor training, research documentation, and university partnership models. Her goal is to make Gateway education available in a responsible and scalable way while preserving the integrity of the Monroe Institute’s methods. This work should support both personal development and the creation of trained researchers capable of participating in TIFACS projects.

Joe McMoneagle

Joseph W. “Joe” McMoneagle is widely recognized as one of the most prominent figures in the history of remote viewing and consciousness research. He will help create the Clairvoyant Space Corps and train participants to work responsibly on historical targets, scientific questions, contact efforts, and nonlocal information-gathering projects. Nancy H. McMoneagle

Michael Salla

Dr. Michael Salla is an author, researcher, and former academic best known for his work in exopolitics, a field examining the political and social implications of extraterrestrial life and alleged contact with nonhuman intelligences. Thomas Campbell

Thomas Campbell is a physicist, consciousness researcher, author, and lecturer best known for his work exploring the relationship between consciousness, reality, and information theory. Jerry Kroth

Dr. Jerry Kroth is an American psychologist, author, educator, and independent researcher known for his work in social psychology, political analysis, and alternative perspectives on historical events. He earned his doctorate in psychology and served for many years as a professor of psychology at Santa Clara University, where he taught courses related to personality, human behavior, and social dynamics. Over time, he became known for exploring alternative interpretations of major public events and questioning official narratives involving political assassinations, covert activities, and government secrecy. MANDATE: Jerry’s job is to attack and solve the crop-circle issue. He will lead the TIFACS Crop Circle Research Initiative by developing investigative standards, cataloging formations, evaluating physical evidence, identifying recurring symbolic or mathematical patterns, and distinguishing likely human hoaxes from formations that may require another explanation. He will examine whether crop circles could function as a communication system and propose a responsible method for TIFACS to attempt contact through a short, verifiable message. His goal is to determine whether the phenomenon contains evidence of nonhuman intelligence.

Mark Kelly

Mark Kelly is a former naval aviator, combat veteran, astronaut, engineer, and public servant whose career has spanned military service, space exploration, scientific advancement, and national leadership. He currently serves as the United States Senator representing the State of Arizona. Kelly earned degrees in marine engineering and aeronautical engineering before joining the United States Navy, where he became a carrier-based combat pilot and later a naval test pilot. MANDATE: Mark’s job is to serve as Political Liaison and public-policy advisor for TIFACS. His background as a naval aviator, astronaut, engineer, and United States Senator makes him well suited to help translate complex scientific ideas into policy language that government officials can understand. He will assist in building relationships with elected officials, universities, federal agencies, aerospace leaders, and scientific institutions. His responsibility is to help TIFACS become credible in public life and to guide the policy pathway for education, funding, national preparedness, and responsible disclosure.

Tim Burchett

Tim Burchett has served as the U.S. Representative for Tennessee’s 2nd Congressional District since 2019. Before his election to Congress, he served as Mayor of Knox County and as a member of the Tennessee State Senate and State House of Representatives. Throughout his public career, Burchett has built a reputation for independence, fiscal accountability, and a willingness to question established government narratives when he believes greater transparency serves the public interest. In recent years, Burchett has become one of Congress’s most recognized voices advocating for increased government transparency regarding unidentified anomalous phenomena (UAP). His role is not to sensationalize the subject, but to help TIFACS approach it with discipline, caution, and public responsibility. He will assist in developing protocols for evidence review, government communication, public preparedness, and responsible disclosure if transformative findings emerge.

Intelligence and Behavioral Analysis Representation on a Science Board

Nonhuman Intelligence Representation on the TIFACS Science Board

As The Institute for Advanced Consciousness Studies (TIFACS) expands its mission to investigate consciousness, nonlocal intelligence, and humanity’s relationship to a larger cosmic environment, the inclusion of an Alien Representation seat on the Science Board serves as a strategic and forward-looking function.
